The former state agent for the Texas Military Board, A. H. Abney, explains to the new provisional governor Andrew Jackson Hamilton how he has managed the salt works under his charge, and where the money he was given for the business has gone. In passing he gives more details about whose slaves he had hired, at what rates, and how much salt he had managed to produce.
